Briefing on the essence and significance of the Resolution of the President of the Republic of Uzbekistan “On the further improvement of information and library services for the population of the Republic of Uzbekistan”

In July 1, 2019, a briefing was held at the National Library of Uzbekistan on the essence and significance of the Presidential Decree on the Further Improvement of Information and Library Services for the Population of the Republic of Uzbekistan. The briefing was attended by experts of the sphere and media representatives.

Welcoming the participants of the briefing, the Director of the National Library of Uzbekistan U. Teshabaeva acquainted the audience with the essence of this Resolution and noted: “The five main initiatives put forward by the President of the Republic of Uzbekistan focus on the popularization of reading and the formation of a culture of reading, especially among young people. The adoption of the Decree of the President of the Republic of Uzbekistan PP-4354 of June 7, 2019 “On the further improvement of information and library services to the population of the Republic of Uzbekistan” emphasizes the importance of this initiative in shaping a culture of reading and spiritual education of young people. So far, several Decrees have been adopted concerning the development of our industry, the previous PP No. 3271, adopted on September 13, 2017, “On the program of comprehensive measures for the development of publishing and distribution of book products, promoting reading and disseminating reading culture” also covered the book distribution system. This Resolution is focused more on the library sector.

Since the adoption of this Resolution, special events have been held in the media and in all information and library institutions of the country with speeches by specialists, which reveal the content and significance of this Resolution. The directors of the regional information and library centers speak with interviews and analytical articles in socio-political newspapers and magazines, on the websites of information and library centers, in order to inform the population of the tasks outlined in the Presidential decree and familiarize themselves with current work, future tasks and with positive changes.

In accordance with this decree, district (city) information and library centers will be organized on the basis of 186 information and resource centers at schools, funds will be transferred, staff units of information resource centers will be created, qualitatively new and comfortable conditions will be created for information and library services for the population. access of socially vulnerable groups of the population; remote services for information and library services for the population are developed and modernized.

In accordance with this resolution, the Concept for the Development of the Information and Library Sphere of the Republic of Uzbekistan for 2019-2024 and the Program of Measures for the Development of the Information Library Sphere in the Republic of Uzbekistan for 2019-2024 were approved”. Director of Information Library Center of the city of Tashkent "Bilim" H. Karimov noted the importance of the phased development defined in the Resolution. “A significant aspect of the Resolution is that it specifies the tasks for further improvement of information and library services for the population of the Republic of Uzbekistan. The resolution provides for the formation of a qualitatively new system of information and library services for the population, ensuring the constitutional rights of citizens to free access to information, preserve and enrich the national cultural heritage stored in libraries, and improve the organization of information library activities based on the widespread introduction of information and communication technologies. This resolution will have a significant impact on improved prospects for the development of information and library activities, improving the quality of services for readers, creating modern conditions for staffing and preserving funds, automating library processes, developing research and organizational and methodological activities, and establishing international cooperation. In fulfillment of the tasks specified in the Concept for the Development of the Information and Library Sphere of the Republic of Uzbekistan for 2019-2024, the relevant Ministries, Agencies, Khokimiyats and departments are instructed to allocate buildings for housing and full functioning of information and library centers, to ennoble them and ensure uninterrupted power supply, develop requirements to the placement and equipping of information and library centers with computer and other office equipment, furniture, as well as to develop and approve a regulation of activities information library centers, to study the need for specialists in the field of librarianship.

Speakers at the briefing, professor of the Tashkent University of Information Technologies named after Al-Khorezmi M. Rakhmatullaev, director of the State Scientific and Medical Library F. Balkunov and Chief Specialist of the Center for Secondary Medical Insurance, K. Mavlyanov, spoke about the significance of the Resolution “On Further Improvement of Information Library Services for the Population Of the Republic of Uzbekistan ", on the development of a system of information and library services for the public, ensuring the constitutional right to free access to information and familiarization with and and fundamental knowledge, and also noted the strategic tasks undertaken for the conservation and enhancement of the world's cultural wealth and national cultural heritage.

At the briefing, questions were asked about the level of development of private partnership in the information library sector of Uzbekistan and their support to the National Library of Uzbekistan, whether the Road Map was already created to implement the tasks specified in the Decree and the expected changes in the activities of the National Library of Uzbekistan.
